1.1 Please wear your press card when entering the Great Hall of the People (GHP), Press Center, and the stations of the NPC delegates and the CPPCC members. An invitation letter is needed for attending the Press Conference of the Premier.
1.2 Please keep the order when covering the meetings. Do not push each other when entering the meeting rooms. Cell phones are to be switched off or made silent during the meeting when answering or making phone calls is also not allowed.
1.3 Please be properly dressed and be polite at the meeting rooms.
1.4 Please follow the rules of security check. It is forbidden to carry any weapon or inflammable, explosive and dangerous objects as well as other objects irrelevant with the covering activities. Any violation will be treated in accordance with rules.
1.5 It's better not to raise questions to the NPC delegates or CPPCC members during the meeting when TV reporters are also not allowed to give camera presentation.
1.6 Please raise your questions with the approval of the host of press conferences and press briefings, and make your questions short and clear.
1.7 Please follow the instructions of the field management staff when covering for any meetings, and attending the press conferences and press briefings.
1.8 If you want to interview NPC delegates or CPPCC members in front of the east gate of the GHP before the start of plenary meeting, please make it on the square below the steps instead of standing on the steps or on the road to the east of the GHP. Please complete the interview at least 15 minutes earlier to every plenary meeting.
1.9 Journalists are kindly reminded to abide by Chinese laws and related regulations during their covering process.
2. Service provided by Press Center
The Press Center of the two sessions is located at the Media Center, (11B Fuxing Road, Beijing).
The Press Center will issue press cards and parking permits to the journalists, provide you with documents and other information related with the sessions, release meeting agenda and schedules of press conferences, press briefings and group interviews, arrange interviews with individual NPC delegates or CPPCC members and answer your questions relating to the two sessions. In addition, the Telecom and Network Service Room has been set up in the Press Center. The Center is equipped with registration and information desk, workstations with free internet service, interview rooms, refreshment area and etc.
You may also visit the website of the Press Center for more information about the two sessions and the service offered by the Center, such as the meeting agenda, schedules of press conferences and press briefings, interview application, arrangement of open delegation meetings, delegation stations, etc.

3. Certificates for Covering
Both the press card and vehicle pass only apply to the entire period of the two sessions for the applicants themselves and not allowed to be lent to others. One vehicle pass is valid only for a given vehicle. Vehicles with taxi labels or bearing non-Beijing registration plates are not allowed to use the vehicle pass. The vehicle should be parked at the designated area. Attention should be made to drive into the Tiananmen Square through the Southeastern Gate which is not open to pedestrians.
Please well keep the press card and vehicle pass and do not lend them to others. Please inform the Press Centeror the Security (telephone number is shown on the back of the press card) immediately in case your press card or vehicle pass is lost. Anyone has to be held to account for the consequences which arise due to his/her lending or loss of certificates.
4. Venues of Covering Activities
4.1 The opening and closing ceremonies as well as the plenary meetings of the two sessions will be held at the GHP. Journalists covering these meetings should go to the designated areas on the second or third floor according to the press cards.
4.2 The NPC and the CPPCC will hold press briefings and conferences respectively. Press briefings of the two sessions will be held at the Golden Hall on the third floor of the GHP; press conferences will be held at the Golden Hall on the third floor of the GHP or Media Center; press conferences of the CPPCC will be held at the GHP or Media Center. Please pay attention to the notices on the website of the Press Center for the venues of press briefings.
4.3 Journalists are allowed to cover the entire process of the plenary meetings and the group meetings of the NPC delegations and the group meetings and joint discussions of the CPPCC members open to foreign journalists. Such open meetings may be held in the GHP or the meeting rooms at the stations of NPC delegates and CPPCC members. Detailed information will be released on the official website by the Press Center in advance.
5. Entrance time 5.1 To cover the plenary meetings at the GHP, journalists can enter the meeting room 80 minutes in advance; to participate in press briefings, press conferences and the open meetings of NPC delegations, journalists can enter the meeting room 60 minutes in advance. Journalists must pass the security check at the south passage of the east gate for activities held in the GHP.
5.2 Journalists can enter the room of open delegations meetings held in the stations of NPC delegates or CCPCC members 30 minutes in advance.
5.3 For the interviews in the Press Center, journalists may enter the venue 60 minutes in advance.
6. Areas of Covering
6.1 To cover NPC plenary meetings and the CPPCC opening ceremony held in the Great Hall, journalists with press cards marked with number 2 should be seated on the second floor and those with number 3 on the third floor. To cover the CPPCC plenary meetings, all the journalists should be seated in the journalist area on the second floor.
6.2 To cover press briefings and press conferences held in the GHP, journalists should take seats in order; cameramen should place cameras behind the last row of seats; photographers with long focal lens please take photos from the rear area of the conference room.
6.3 To cover the open plenary and group meetings of NPC delegations, and open CPPCC group or joint groups meetings, journalists should audit in the press area of the meeting room.
7. Interview with the NPC Delegates or CPPCC Members
7.1 If you want to interview the NPC delegates, you should apply through the website of the NPC Press Center www.npc.gov.cn/reportermanager/application/index.jsp. For interviewing the CPPCC members, please apply through www.npc.gov.cn/reportermanager/application/cppcc_index.jsp. Fill in the application form and click the "submit" button.
7.2 Upon receipt of the applications, staff members of the Press Center will contact the NPC delegates or CPPCC members. With the approval of the interviewees the staff members will inform you as soon as possible.
7.3 Interviews with some NPC delegates and CPPCC members will be arranged at the Press Center or public area of their stations.
8. Collecting Documents
Journalists can get the documents on the plenary meetings of the two sessions at the Documents Area for Foreign Journalists which is located at the southern side on the second floor of the GHP 60 minutes before the meetings. If you fail to get the documents, you can collect them at the Press Center after the meetings.
9. Miscellaneous
Journalists who temporarily come to Beijing to cover the two sessions should get equipments customs clearance and be fully aware of your valid duration in China.
